Dubai Short-Term Rental & Holiday Home Guide 2026: Permits, Yields & Best Areas

Dubai is one of the world's top short-term rental markets, with over 17 million international visitors annually and a hospitality infrastructure that creates year-round demand for holiday homes. A well-managed unit in the right location can generate gross yields of 8–12% versus 5–7% for long-term rental. But short-term rental comes with higher management complexity, regulatory requirements and operating costs. This guide covers everything you need to know to run a legal, profitable holiday home in Dubai in 2026.

All short-term rental properties in Dubai must hold a valid holiday home licence issued by the Department of Tourism and Commerce Marketing (DTCM). Operating without a permit is illegal and can result in fines. The permit costs AED 370–520 per unit per year (depending on property type) and must be renewed annually. The permit is tied to the specific unit and the operator, if you use a management company, they typically hold the permit on your behalf under their Holiday Home Operator licence.

1
Register on DTCM Holiday Homes portal

Create an account at the DTCM Holiday Homes online portal (holidayhomes.dtcm.gov.ae). You will need your Emirates ID or company trade licence, title deed and property photos.

2
Property inspection

DTCM requires a virtual or physical inspection to confirm the property meets standards: functioning appliances, proper furnishing, fire safety compliance and clean photography.

3
Pay permit fee and receive licence number

Pay the annual permit fee. Your DTCM licence number must appear on ALL listings on Airbnb, Booking.com and any other platform. Platforms require this number to list in Dubai.

4
Collect Tourism Dirham from guests

You are required to collect a Tourism Dirham fee (AED 7–20/night depending on property category) from each guest and remit it to DTCM quarterly. Management platforms handle this automatically.

Long-term vs short-term rental: the trade-off

Short-term rental can deliver 30–50% more gross income than long-term rental in the right locations. But it requires either active self-management (guest communication 24/7, cleaning scheduling, linen supply, maintenance) or a professional holiday home management company charging 15–25% of revenue. After management fees, insurance, cleaning, supplies and DTCM fees, the net advantage over long-term rental may be 10–20%, meaningful, but not dramatic for every investor profile.

Frequently Asked Questions
Short-term rental and holiday homes in Dubai
  • Yes, Airbnb and other short-term rental platforms are fully legal in Dubai provided the host holds a valid DTCM holiday home licence. Airbnb requires hosts in Dubai to provide their DTCM permit number when listing. Unlicensed short-term rentals risk fines from DTCM. Dubai is one of the few Gulf markets with a clear, well-functioning short-term rental regulatory framework, which makes it an attractive market for legitimate operators.
  • Some buildings in Dubai have community management rules that restrict or prohibit short-term rentals. These rules are set by the Owners Association (OA) and enforced by the building management. Always check the building rules (Master Community Declaration and Owners Association regulations) before purchasing specifically for short-term rental. Buildings with active OA rules against STR can result in fines from the building management even if you hold a DTCM permit.
  • Airbnb is the dominant platform for leisure travellers. Booking.com captures significant business and leisure demand and is recommended for multi-platform exposure. For ultra-luxury properties (AED 2,000+/night), VRBO and direct bookings through premium channels generate better rates with lower platform fees. Most professional Dubai operators list on 2–3 platforms simultaneously using a channel manager to prevent double bookings.
